Thanks for posting here.

According to your description, I understand that you encountered the error
0x8007043b in your icwlog.

Before we go any further, please make sure that you have not installed the
Windows 2003 SP1 to the SBS 2003, if you have already installed it, please
temporally remove it from the Add/Remove list.

If you have not applied the SP1, this error might related with the IIS
configuration, in order to solve this issue, please help perform the tests
below:

1. Remove all sites listed in Internet Explorer security zones
Intranet and Trusted, you can try the steps below:
Internet Explorer by choosing Tools | Internet Options | Security. Click on
Local Intranet, click sites, click advanced, and then remove all of the
entries. Click OK twice. Click on Trusted Sites, click sites, and remove
all entries. Click OK twice.
2. Then rerun the CEICW to see if the error still existed, if it
still existed, Uninstall IIS in Add/Remove Programs. Rename the InetPub
directory if possible. If it does not allow you to rename it, rename the
individual subdirectories that you can within InetPub.
3. Restart the SBS 2003, Start the SBS Integrated Setup and let it
automatically install IIS. The server will reboot.
4. When the server comes back up, Integrated Setup should continue.
If it does not, start it manually and reinstall all SBS components.

Please note that if this is a production server, I suggest you perform a
backup for your personal information before reinstall, you can refer to the
following document for detailed information:
