Add user to remote machine

I have a remote machine that is part of the SBS domain, but I am unsure
how to add a domain user to it.
It can connect to the domain by manual VPN -- so once logged into it
(eg as remotemachine\admin) everything works fine -- but how do I add a
user sbsdomain\newuser?
It seems you would need to have a permanent vpn connection to do this,
since it needs to see the DC to authenticate the password for the first
login - or am I missing something?

PS what do you recommend for VPN hardware to connect a remote office?
Sonicwall? Which model?
