Server Performance Report

I have the server performance reports e-mailed to me everyday and for
the last couple of days I have been getting an error message under
"Auto-started services not running". I have checked the event logs and
determined that it is the "Performance Logs and Alerts" service. I started
it and it just stops again. Is this a problem? If not, how can I change
the settings so it stops appearing on the server performance report?
