Hi Jason,
It is nice to hear back from you.
As for your scenario, I would like to provide the following action plan:
1. Log on the user to the terminal server and open firewall client, select
the "Automatically detect ISA server" and click "Detect now" button, see if
the correct proxy server can be detected.
2. In the web browser tab, uncheck the "Enable web browser automatically
configuration" option.
3. Open IE, in tools -> Internet Options -> Connections -> Lan Settins ->
Remove Automatically Detect Settings, configure the proxy setting manually.
Click OK, Close IE and then start IE. Client should be able to browse now.
4. In addition, get "gpresult /v" as Dayne suggeste.
If the issue still persists, please edit the registry following the steps
in the below KB:
How to Configure Client Proxy Server Settings by Using a Registry File

If you have any questions or concerns, please feel free to let me know.
It's my pleasure to be of assistance.
Best regards,
Jerry Zhao (MSFT)
