Give this a try. This happened to me twice on SBS 2003 with the same
symptoms. From the server if you try to access a share (not using Windows
Explorer) by typing in \\servername in the run line and then trying to open
a share, Are you prompted for a username/password and nothing works? Got
event logs that group policies can't be accessed but Outlook and Internet
works fine?
This info cost me $245 because I ended up calling Microsoft. I can say this
resolution worked both times!

PROBLEM

We cannot access shares on SBS2003

RESOLUTION

============

The following steps were used to reset the permissions on the server.

1) From the Run command, open MMC.

2) In the MMC, select Add/Remove Snapin from the Console menu.

3) Click the Add button.

4) Select the Security Configuration and Analysis snapin the click Add.

5) Click Close for the Add window.

6) Click OK.

7) Right click the Security Configuration and Analysis icon in the left hand
tree pane and choose Open Database

8) Type in a file name (you can make one up), such as NEW.

9) In the Import Template dialog, select the Setup Security.INF file.

10) Right click the Security Configuration and Analysis icon in the left
hand tree pane and choose "Configure Computer Now".
