If you just want to log them off at the expiry of their allowable hours
you can use the Group Policy:
Network security: Force logoff when logon hours expire

Be aware that Unsaved documents, Databases Accounting apps may be
corrupted due to Non-Stateful Shutdowns.
( Only the user knows if they -really- wanted to save those changes to
the Annual Budget Spread*** or that tender Document - GP or 3rd part
tools are not Psychic.) - Training and adherence/enforcement is the key
here.
You can use Power Management on the machines to turn off Monitors ( the
most dangerous in regards to fire hazards ) and Hard Disks and put the
machines into system standby only.
But address your Human Resources Issue first.
