Re: GPO Problem with new SBS 2003 installation

This is Lee and I am glad to hear from you again.
This is a known issue in Windows server 2003 and Windows XP SP2.
We had a hotfix of 885827 for this issue in the Windows 2003 server.

Though you had mentioned "full patched", I am not sure if you had installed
this hotfix on the SBS server or not.
If not, please install it and then restart computer and check how things go.

Also since you had installed the 872769 hotfix on the Windows XP computer,
please check the service account of the WMI service.
Some services are configured to start using the NT Authority\Network
Service Account in XP SP2 instead of using the Local System account.
If there is a System Services policy enabled in a GPO to ensure that
service's startup type is configured, default security is also passed down
with the policy. Prior to XP SP2, this was not a problem as the default
security that these policies included gave the Local System Full Control.
The security
settings do not include NT Authority\Network Service, so services that use
this account to start when the policy is in effect will fail to start
because the account is
denied access by means of no access being allowed. So I would like you to
check the sevice account of the WMI (Windows Management Instrumentation)
service, make sure that it had been started under "local system" account.

Also please add the Network Service and Local service System accounts to
the local admins group on one problem Windows XP Sp2 computer.

Then please check the issue again.
