Control outlook to always use exchange.

Hello,

The problem I am encountering is when a user will log onto a new computer,
they won't set up their email corrrectly (it defaults to a personal folder),
so when they go to another computer the email they downloaded to the other
one is still there.
I would like to have the server set policy for outlook to always use
exchange for the current user logged on the computer, so I can prevent this
problem. Is there any way to do that? Any help would be greatly appreciated.
