Thank you for posting in SBS newsgroup.
You may try installing management consoles in SBS 2003, follow these steps:
1. Log on as an administrator to your SBS 2003 computer.
2. Insert Microsoft Small Business Server 2003 CD-ROM 1 into your
computer's CD-ROM or DVD-ROM drive.
3. Click "Start", and then click "Run".
4. In the "Open" box, type the path of the Setup.exe file on the SBS 2003
CD-ROM 1, and then click "OK". Alternatively, click "Browse", navigate to
the Setup.exe file on SBS 2003 CD-ROM 1, click "Open", and then click "OK".
5. In the Microsoft Small Business Server 2003 Setup Wizard, click "Set Up
Windows Small Business Server".
6. On the "Welcome to Microsoft Windows Small Business Server Setup" page,
click "Next".
7. On the "Setup Requirements" page, click "Next".
8. On the "Windows Configuration" page, click "Next".
9. On the "Component Selection" page, click the down-arrow next to "Server
Tools" in the "Action" list, and then click "Maintenance".
10. In the "Action" list, click the down-arrow next to "Administration",
and the click "Reinstall".
11. Click "Next", and then on the "Components Summary" page, click "Next".
12. On the "Finishing Your Installation" page, click "Finish".
13. Click "OK" to restart your computer.
14. Log on as the administrator to complete the installation.

If the problem exists, please make sure if it have any other detailed error
message. You may check it as following:
1) Select Administrative Tools and click Event Viewer.
2) In Event Viewer windows, click Application and System, select log files
regarding to it.
You may post the error message which you have changed your private
information to newsgroup.
