The reason behind this is that some of our users use download managers /
real music and it is always requires a username and password to get
the ISA server.
The default rule set as configured by SBS CEICW only allow access for members of the Internet Users group, so authentication is required to verify group membership.
If you change the rules to allow access to all users, and configure ISA not to demand authentication even when not required (this is set via <server> Properties > Outgoing Web Requests > authentication tick box at bottom), then you'll be good to go.
