The first thing to check is a saved incorrect password. While logged in
with the account that's locking out, go to control panel/user accounts.
Click Advanced and manage passwords. Delete any saved password that could
be causing the problem, or all of them. If you can't do this fast enough to
keep the account from locking out, try doing it with the network cable
unplugged - I don't think you can log in with a different account and see
the problem user's saved passwords.
This is not the only thing that can cause this, so it may not work. If not,
I'd start by having the user change his/her password at the ctrl+alt+del
dialog box, check the logs on the PC and server, and disable any startup
programs that could be providing a password.
