According to your description, I understand that you encountered an issue
in NNTP services. If I am off base, please let me know.

Before we go any further, can I assume that the firewall you referred to is
the RRAS on the SBS 2003, if you have installed other firewall on the SBS
2003, please also make sure that the ports is opened on the firewall?

Generally speaking, The Network News Transfer Protocol (NNTP) system
service allows computers that are running Windows Server 2003 to act as
news servers. Clients can use a news client, such as Microsoft Outlook
Express, to retrieve newsgroups from the server and to read the headers or
the bodies of the articles in each newsgroup. In order to use the NNTP you
need to open the port TCP 563 (via SSL) or open the port TCP 119 (without
SSL). So please make sure that these two ports are opened on the firewall
and router.
You can add these ports by running the CEICW, in the service configuration
pages, add the ports above and complete the wizard to see if the problem
can be resolved. For detailed steps to run the CEICW, please refer to the
