Fax Issues can come from a plethora of areas from Line Signal Quality
( Shared Lines / DSL Filtering ) to Modem Drivers, Image rendering
engines etc....
and thus can be difficult, without luck, to track down.
Check that the modem is in the HCL.

Don't use a shared line, and have the Telco check the line signal
quality ( there is usually a number you can ring that will fax back a
detailed report ...you may need to connect a physical Fax device to get
this)
Don't use USB or Internal Fax Devices ( Unless the Fax Board is a
BrookTrout )
