Thanks for posting here.
Generally, the Volume Shadow Copy only affect the backing up of data and
would not annoy the retrieval from backed up files.
Based on my research, the Veritas' Backup Exec has difference versions for
normal server and SBS server. So, you may need to contact the Veritas
support to confirm if your Backup Exec can be installed and work in SBS
2003 environment. If it can be installed and work in the SBS 2003 server,
there may be no problem with restore date from the archived files.
Also, I have checked the HCL of Microsoft and found that the Backup Exec
8.6 do not being confirmed to support in windows 2000 based system. So, we
can't guarantee its functionality on Windows Server 2003.

http://www.microsoft.com/windows/catalog/server/
however, you can work around this by running Backup Exec on a Windows 2000
computer, restore the backed up data and copy them to the SBS 2003 server.
