Bulk add to GAL?

Is it possible to add contacts to the GAL without adding them as SBS users?
My client wants to take most of his Outlook Contacts and share them with
everyone. I looked around on how to do this and did not find anything other
than public folders. I believe clients would use global address book more
than public folder.
