Aha!
The time server service had been changed to disabled and stopped. Also when
I went back to the article How to configure an authoritative time server in
Windows Server 2003
http://support.microsoft.com/default.aspx?scid=kb;en-us;816042 I found that
the value at
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Parameters\Type
which should have been set to NTP which I had set once before was now set to
NoSync. I changed it back to NTP. All other settings were correct. I
stopped and started and all is well again. I am curious why it stopped the
service and such.

I began to follow the advice in article
http://support.microsoft.com/default.aspx?scid=kb;en-us;887355 The server
cannot synchronize with an external time source after you run the Configure
E-mail and Internet Connection Wizard on Windows Small Business Server 2003
to resolve the problem but I don't use ISA so I guess this means that any
time I run the CEICW that I will need to manually change my registry as I
had to this time and enable and start the service again?
