Hi Gary,
Thanks for using SBS newsgroup.
For SBS 2003 installation, two physical processors are supported and each
of these can be running Hyperthreading which would technically allow for 4
virtual processors.
First at all, please make sure your hardwares are on the (Hardware
Compatibility List) HCL. If not, we can't guarantee its functionality on
Windows Server 2003.
To check the HCL, visit the following Microsoft Web site:
http://www.microsoft.com/windows/catalog/server/
Based on my research, this issue can occur if the processors are
incorrectly identified. As for this, please check if the system is not
recognizing the second processor.
1. Make sure your BIOS is version 6.4 or higher.
2. Both processor must the same speed and L2 cache size.
3. Go into the BIOS setup and select ADVANCED and set RESET CONFIGURATION
DATA to YES.
4. Select SERVER and set PROCESSOR RETEST to YES.
5. Save BIOS settings and exit
Since you can boot the server with one processor, please check if you can
add the second processor. To do so, please refer to the following KB:

Meanwhile, I am wander if you have got any error message or warning while
you install the SBS 2003 server. Also, did you get any event logs related
to this issue? Check it after you successfully boot the server with one
processor.
