Thank you so much for your reply.

I expect this is likely the culprit as well - and have followed your
instructions on the server via RWW. I ran "gpupdate /force" on the server
just in case.

I then connected to the server on the laptop in question via VPN, ran
"gpupdate /force" on the laptop (still away for 10 days prohibiting my
ability to connect locally), logged off and on and then logged off again to
see if my wife's account was enabled on this machine. It still is NOT.

How can I allow her to login locally prior to returning home? Is there
another setting to be adjustyed on the client computer?
