Outlook Address Book Empty In WSS

When I try to add a user to a WSS site on a client connected to my SBS2003
and try to use the Address Book method, the Outlook address book is empty.
There are no drop-down lists to choose from.

I have created a new Outlook profile on the same machine, but that makes no
difference.

I notice that others have posted this problem but there have never been any
solutions posted (none that I could find).

Does anyone know how to fix this?
