Thank you for posting back.

I understand that after disabled SSL, the HTTP_403 error occurs when you using ActiveSync on the PDA.
Please follow the steps below to check your IIS Server.

1. Go into the IIS console.
2. Go to the properties of the Microsoft-Server-ActiveSync virtual directory.
3. Click on the Directory Security tab.
4. Click on the Edit button under "IP address and domain name restrictions".
5. Make sure that the proper IP addresses have access to it. (Grant Access by default)
6. On the Virtual Directory tab, click the "Configuration" button under "Application Settings".
7. The "Wildcard application maps" should be pointing to "C:\Program Files\Exchsrvr\bin\massync.dll"
(including quotes).
8. Please restart World Wide Web Publishing Service in services.msc.
