With a VPN and some clever scripting I daresay you could.

Use Exmerge to .pst the mailboxes, Copy them with your other datafiles
to the new server and then exmerge the pst to the other mailboxes. ( not
that there are limits to exmerge -won't work for public folders etc..-
and you'll break single storage - but it's a powerful tool - Check the
Dock file in the download. )

Expensive option though, buying a second SBServer so you can have the 2
running concurrently just for the transfer of location.

Personally I'd be more inclined to build a Cold Server and do a restore
from Backup at the new Site.
