Thanks for updates.

I am sorry to make you confuse on this issue. Let me express more clear
that you can divide your user into three group, one group use email domain
1, one group using the email domain two and the rest will use all the email
domain. You can create three Distribution Group for your domain user. Then
create three Recipient policy for the three group of users, you can follow
the steps below to apply the special policy only for the group of users.

1. Create a new Recipient policy.
2. Click the Modify and then navigate to the advance tab, choose "Field"
then choose "Group" and then choose "Display name" write down the name of
the group you create then click find,.
3. After complete the searching, make sure that it is the Distribution
Group you create and choose ok.
4. Then the policy is applied only for this group of user.

Follow the steps above to create three policy.

Make sure you have uncheck the "Automatically update the Email address
according to Recipient Policy"
