Yes, that kind of filtered view is standard. Only those allowed to see the
useage report will be able to see it. You need to logon to RWW as users with
different permissions to see what they see.

For example, login in with Administrative rights, and you'll have different
links than a user.

I suspect your are making your user account a member of the administrator
group. DDT. You should have separate accounts for administering the
network/server, versus using it. IE, you should be either a user, or an
administrator, but never both at the same time.
