Desktops w/ local printers cannot print or oprn printers page

Desktops with local printers (Parallel or USB) all of a sudden cannot print
to ANY printers. When "file/print" is selected from any application, the
desktops feeze up for a few moments, and nothing happens. No additional
printer related dialogue screens appear. I cannot open the printers page from
the start menu either. Nothing happens.
Desktops without local printers, but that have network printers set up,
print just fine to the network printers. Only those desktops with local
printers attached cannot print.
This problem started out of nowhere and applies to all desktops with local
printers. The problem appeared at the same time to all desktop users.
I checked the desktop services, and the all services are started EXCEPT Fax.
When I try to manually start the Fax service, it fails. All other services
appear to start normally. Server services appear to be OK also.
Rebooted server and all desktops. Problem still exists. Checked GP objects.
Nothing obvious. (I had made a change to an Outlook setting in GP....but not
printing related)
Server is SBS 2003
Desktops are XP pro.
Any help is greatly appreciated.
