DNS Query

Hi there, I have just set up SBS 2003 and in the CEICW it had me put in our
ISPs two DNS IP addresses. However, I have noticed that since our ISP keeps
going off the air (they appear to be bouncing their servers) that internally
my clients cannot connect to the internet. Shouldn't they be getting the DNS
from the local server which they are pointing at? I guess the question is,
how do I determine if my local DNS is actually caching the dns lookups it
gets from the external servers and delivering that to my clients as a
default and not relying on the external DNS servers for name resolution?
