Thank you for posting to the SBS Newsgroup.

By my understanding, you would like do the following things:

The client users do not have the permission to install the applications.
If needed, you can deploy the applications to the client machines.

If I have misunderstood your concerns, please do not hesitate to let me
know.

As I know, we can perform the following steps to match your requirement:

1. Remove the client users from the local Administrators group. For
example, you can give them the Power User permission instead of the
Administrative permission. After that, the users are unable to install the
application since they do not have the permission.

2. Use any one of the following ways to deploy the application to the
client machines. These ways can be used to deploy the applications to the
client machines on which the users do not have the Administrative
permission:
