We have a new fix!
After you remove WS SP1, Change registry value
HKLM\software\Microsoft\windows\Currentversion\Telephony\Country List
\CountryListVersion to 0.
Then, reboot (you must reboot, restart fax does not work) and and re-run the
FCW from the Fax Snap-in.
