Very strange SBSCAL issue

On the 16th of March I installed 2X20 SBSCALS and 1X5 SBSCALS on our SBS2003
Premium Server (HP ML350 G3). Some time later (the 26th or 27th of March) I
got a complaint that users couldn't get on to the system. We checked the
licensing (Using the Server Management tool) and noticed that all the
licenses I installed on the 16th were no longer there on the 28th.
So far everything seems O.K., but I'm conscerned about what would cause the
license to dissapear like that. As far as I can tell no one has been messing
with the system. It's behind a locked closet and I don't think anyone has
admin priveleges to get in via RDP or RWW.
Any thoughts or suggestions would be much appreciated.
