I understand that you have install Window Server 2003 SP1, and the issue
comes out. Can you paste me the detailed problem symptom, such as error,
event, please?

Actually, Windows Server 2003 SP1 came out on 30th, March, I recommend you
that please un-install Windows Server 2003 SP1, and wait for Windows Small
Business Server 2003 SP1, which includes Windows Server SP1.
