Nice working with you here.
Yes, as you stated, this is a general error message. Based on my research, it may caused by COM components or other application.
To isolate the root cause of this issue, please let me know:
1. Are you able to find related error info in Event Viewer?
2. Will the problem happens on other management consoles? (Such as ADU&C or Server Management)
3. Will the problem happen again after you logoff (reboot if possible) and logon again to the server?
I recommend you to try the following suggestions:
Suggestion 1.
Please try download and install ISA 2000 Service Packs from ISA Server home page. The installation procedure is Service Pack 1->Feature Pack 1
(optional)->Service Pack 2.

Suggestion 2.
If the problem persists after you tried suggestion 1, I recommend you to backup ISA Server settings and reinstall it (if you're not able to find
additional threads from Event Viewer).
To backup ISA settings, open ISA Management and go to Servers and Arrays/Servername. Then, right click your servername and click Back Up.
(The backup info will be saved as a .bif file)
After doing so, please uninstall the service packs and all updates for ISA, then the ISA Server itself from Add or Remove Programs.
At last, install the ISA Server (from SBS CD5) and all service packs again, restore the settings and check whether the problem is able to be
resolved.
