You're running a static IP on the external interface so the DHCP service is
binding to it as well as the internal.

You're in a bit of a catch 22 right? 'coz you can't adjust the binding
unless the service is running and as soon as you start the service it
detects the ISP's DHCP and shuts down.

EASY. Just unplug the cable to the ISP. Start DHCP. Go into the properties
for DHCP and unbind it from your external interface. Plug back into your ISP
and at a convenient time, restart normally to make sure all is well.

And do yourself and your company a favour. Throw a US$50 simple NAT router
between your external interface and the internet.
