Thanks for using this SBS newsgroup.
According to your post, I understand that you want to publish the OWA and
intranet through ISA on SBS 2003. If I misunderstood your concerns, please
let me know.
Based on my research, if you want to publish OWA on SBS 2003, through ISA,
you can simply run CEICW and follow the steps to complete the wizard, make
sure that you have choose OWA when choosing web services, for detailed
steps to configure for the internet access and email on SBS 2003, please
refer to the following KB article:

If you want to publish the sharepoint website for external access, you can
publish the sites to the internet by using the CEICW wizard, for more
information I would like refer to the following documents to you:

If you want to publish the companyweb to the external user, you can refer
