Thanks for the response and my apologies for not responding more quickly.
All the requirements listed below are fulfilled for CEICW. There is no icwlog.txt file being generated, however the event viewer is showing Error 7024. I researched that at MS knowledge base and found that the registry setting for the master browser were not set correctly. I change the registry as follows:
HKLM\system\CurrentControlSet\Browser\Parameters IsDomainMaster=Yes MaintainServerList=Yes
The error was being caused while the wizard was running because it could not start the browser service (net start browser), and thus the wizard could not complete the setup. After making these changes, the wizard completed.
Thanks again for the suggest to check the event viewer, etc.

Before we go any further, can I assume that you are using SBS 2003 on the
test server?
Based on my research, if you install the SBS 2003 the IE will be installed
automatically. If you run into a failure when running the "Connect to
internet wizard", it might be caused by the other reasons.
In order to run the CEICW, the computer should fullfil the following
requirements:
1. There must be at least one network adapter installed and enabled
with a static-defined IP address.
2. None of the network cards that are enabled can have an Automatic
Private IP Addressing (APIPA) assigned IP address or be waiting for a DHCP
IP-assignment. This condition can be determined by:
A. An IP address of 0.0.0.0 - This is the default IP when waiting
for a DHCP reply.
B. An IP address of 169.254.x.x - This is the reserved APIPA address
range and indicates a disconnected network adapter.
3. The user executing the wizard must be a member of the
Administrators group on the SBS 2003 server.
4. Internet Connection Sharing (ICS) can not be running on the
server.
So please check the SBS server according to the above list to see if the
computer fullfil the requirement.
After checking if the problem still existed, please help paste the detailed
the error message in the event view and check the icwlog.txt post related
error to the public newsgroup.
