Thanks for your posting! And thanks for Steve's update.

Before we go any further, in order to get a clear picture of the problem,
please help me collect the following information:

1. Run "gpresult" on the client to check if the GPO has been deployed. To
run the gpresult tool, refer to the following MS web page:

us/using_gpresult.mspx

2. You said "Still not being applied". What does that exactly mean? How do
you notice that?

3. Check the event log on the client, do you see any thing related to the
GPO? (Event ID 1058, 1030 etc)
