sbs 2k3 reset password failure / vpn not working.

I am having a problem with active directory im assuming. when I go to change
a users password it gives me a error "Windows cannot complete the password
change for Fred because: The sysem cannot find the file specified"

I am also not able to login to the vpn now either. the process for logging
in times out. only error showed in logs is "MrxSmb event id: 3019
The redirector failed to determine the connection type." this error only
started showing up after I found I couldent change passwords. I am unshure
if they are related but suspect so.
