As for this point, I would like to provide you the following action plan:

Warning:
If you use Registry Editor incorrectly, you may cause serious problems that
may require you to reinstall your operating system. Microsoft cannot
guarantee that you can solve problems that result from using Registry
Editor incorrectly. Use Registry Editor at your own risk.

You can export the registry key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time from another
SBS server on which W32Time haven't been configured using external NTP
source and import it to your SBS server.

After import the reg file, at the command prompt, type the following
command to restart the Windows Time service, and then press ENTER:
net stop w32time && net start w32time
