You don't need to physically install SBS4.x before you install SBS2k to
comply with licensing. As long as you have your SBS4.x copy on hand and the
upgrade license then you are good to go. Whomever is suggesting that you
need to install the older version first is wrong. Just install SBS2k from
scratch (it will supposedly ask for the SBS4.x media just to check that you
have it).

On an unrelated note-> Why do you upgraded to SBS2k? SBS2k3 was released
more than a year ago and there is an upgrade path from SBS4.x to 2k3.
