Win 98 VPN error 629

We have a SBS2003 Server with serveral VPN Users from our remote office.
Serveral WINxp useruser are susccessfuly connecting. One Win98 user gets the
following error 629 when trying to connect.

Another WinXP hangs on connecting.

The other three WinXP can connect and one other Win98 can connect.
