Thank you for posting back.

Based on the discussion, I think the tool may be corrupted. I recommend you
to try reinstall administrative tools for SBS. To do so:

1. Open Add or Remove Programs.
2. Choose Windows Small Business Server 2003 and click Change/Remove.
3. Go to Component Selection page.
4. Choose Maintenance in Server Tools Action drop-down menu.
5. Choose Reinstall in Administration Action drop-down menu.
6. Finish the wizard.

Then, please test whether the tool works.
