Glad to hear from you.
As your description, I understand that you want to enable offline file
caching for client computers using GPO. If I am off base, please let me
know.
Based on my research, you can use the GPO to accomplish this goal, if you
want this GPO applied to all the client computers; I suggest you set the
policy based on computer. It will be easier to manage. Please see the
following for detailed steps:
Open the "Server Management: Advance Management->Group Policy
Management->Forest->Domain->Server Name->Default Domain Policy
Then right click the "Default Domain Policy" choose edit.
"Computer configuration->Administrative Templates>Network>Offline Files",
all the policy in this folder is related to the offline files. You can
choose what you need to configure for offline file folder at the domain
level.
