Thank you for posting to Microsoft SBS Newsgroup.

As I understand you want let certain types of files like XML file go though
OWA rather than is being blocked. If I am off base, please tell me.

Actually, there is nothing to do with OWA since Exchange blocks the
attachments when emails are received by the Exchange server. So I need to
confirm with you whether you can see the XML attachments in Outlook or not.

If your answer is YES, that should be OWA problem, so please check the
following link for detail,

Open the registry editor (regedit) and go to the following location:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeWeb\OWA

On the right hand pane, double click Level1FileTypes and check you have XML
in the value data field and if so remove it. Do the same thing to
Level2FileTypes. After that, click Start and run "IISReset" to restart the
IIS service and then check if this works.

Now should open XML file.

If your answer is NO, then you need to check CEICW and remove the item if
you manually added it before. As I know, by default the XML file is not on
the unsafe attachment list. Also you can disable the blocking unsafe
attachments feature on CEICW and see if it works.

If it still doesn't work, then you have to check if you have a third party
antivirus or anti-spam tool that is blocking the attachments. Also check
with your ISP and make sure your POP3 service provider does not block such
attachments when you are using the POP3 Connector for incoming emails.
