Absolutely no problem using your IP instead of a FQDN. In the CEICW, simply
enter your public IP for the 'Web server name' and continue on . . .
Basically, the name on the SSL Cert needs to match the URL that users are
going to be using to access your server. If these don't match, then you'll
get a security warning to that effect. So, if you had an FQDN - you could
use that for the web server name on your SSL cert, but you could still
access OWA, RWW, etc. via your public IP - you'd just get a security warning
telling you that the name on the cert doesn't match the website.
