I didn't find anything definitive on this in TechNet, but a google search
for "c104173b" brings up some interesting results. You can give that a try,
but I'd recommend that you call PSS and have someone walk you through a fix
for this. Some of the google results were successful, but I couldn't find
any good documentation from a known source that would just walk you through
a specific series of steps.
If you don't want to call PSS, google that event ID and you'll find the
same things I found, but IMO if your situation has a different cause, you
may not get good results. Don't forget that, whatever you do, you should
copy everything from your existing Exchange data and log directories out to
another location as a backup before starting.
