According to your description, I understand you want to get some
suggestions on SBS 2003 web certificate and sharepoint website publishing.
If I am off base, please let me know.
For the web certificate questions, when you run the CEICW, you will be
prompted to input the registered internet FQDN which is the domain name
that you registered in the external name service provider,
www.mydomain.com. The name is assign by an external ISP for your SBS
server, not for the other websites you host on ISP. If you do not have a
FQDN, you should use the public IP address of the SBS network. After
inputting the internet FQDN, a self-assigned certificate will be created
for the SSL (Security Socket Layer) communication.
1. The authority that issues this certificate should be trusted.
Since it is a self-assigned certificate and not a trusted Root CA in
Internet Explorer by default, your client should install it manually. To
install it, you just need to click View Certificate and then click install
certificate, when opening the website hosted on the SBS.
2. The security certificate date should be valid. You can view the
date by clicking View Certificate date.
3. The name of the certificate should be the same as the FQDN you
input to access the website. That means if you register your internet
domain name as www.mydomain.com, you should input this name in the CEICW
and your client should use www.mydomain.com to access your server on the
internet with https communication. If he uses the IP address, the
certificate mismatch information will be displayed, although you can still
proceed by ignoring this information. So please use the IP address to
access the websites, if you can not get a resolved FQDN name from your ISP.

As you described, you want to publish a sharepoint website and put shared
information on the websites. As I know, you can create the website using
any tools and put the shared the information on the website and then
publish the website using Internet Information System (IIS) in "Server
Management" on SBS. For detailed steps about publishing the sharepoint
