Thank you for posting back.

Actually, ISA's Web Proxy service is designed to cache web objects to
accelerate the web site access. However, this may also decrease the server
performance when it takes half of the RAM (by default) to store the web
objects.

Since there're many components installed on the SBS server, a best practice
is to set the memory percentage to 10% to 20%.
