Thank you for posting here.
I understand that the problem is: When you trying to establish dial-up
connection to your SBS server, Error 678 appear. If I'm out of base, please
feel free to let me know.
First of all, please let me know whether the exact error 678 is "There was
no answer". If so, such issue is usually caused by hardware (modem)
compatibility problem. To isolate the root cause, please perform the
following tests:
Test 1.
Please make sure that the modem is compatible with Windows Server 2003.
(Please check the Windows Server HCL from http://www.microsoft.com/hcl.)
Then, obtain the latest driver from the device manufacturer and install it.
If Windows XP client is also using a modem, please also make sure that the
device is compatible with Windows XP.

Test 2.
Please try to establish a connection in your LAN environment. Then, please
let me know whether the problem persists.
In doing so, we can make sure that this is not a server issue.
Test 3.
Please check the following KB. If this is the root cause, please try to
change another telephone company on your client. Then, test the issue again.

P.S. If the problem persists, please also check the event logs on both
server and client. Then, post related error info back.
