I have test for your issue. Based on my research, this is a normal
scenario. Because the default input language / keyboard in the remote
connection session is totally decide by the default language / keyboard on
the client. So, if you did not change your default language / keyboard on
your XP client, things will never changes.
As for this point, please change the local setting of the default language
/ keyboard on your XP client and then remote connect to the server again.
See how things go from there.
