No, it's not non-existent. It has been registered, at register.com. The
domain has been around since 2000.

The domain is "parked" at a register.com holding page, which is why you
get an advertising page from register.com.
As for pop-ups, I got none. My IE settings are Medium security on the
Internet Zone, and Medium on Popup Blocking.

Allowing pop-ups from Trusted Sites is probably ok - providing
register.com has not been added to the list of Trusted Sites (I wish we
had more flexibility with IE security zones).

This is Microsoft's first attempt at pop-up blocking. You could consider
it a miracle it blocks anything at all! <g>
Seriously, there is some Help on the Pop-up Blocker built in to IE, and
there is some explanation about what it doesn't/can't block .

You can kill just about all advertising sites with ISA - it just takes
some time and effort to identify the sites and add them to the ISA rules.
