For the installation of Office (2003?), I would use a software installation
GPO that applies to computers and not users. (The software will deploy
during the computer startup sequence.)
For Windows Updates, I would take a peek at software update services for
windows critical/security hotfixes and service packs. Software Update
Services is a free add-on to Windows 2000/2003 server. The only requirement
it needs is IIS.

Neither of these methods require the end user to be local administrators on
their machines. :)

ps - the next version of software update services (aka windows update
services 2.o currently in beta) will introduce updates for office and
exchange.
