I think the general feeling in this group is that for SBS, there is often an
"easy way" and many "hard ways" to do things. From the collective
experience of the people in this group, it seems that a USB modem is
definitely a "hard way".
NOTE: that doesn't mean that you won't be able to make it work, but it does
mean the regulars here are going to keep pointing out that you, for whatever
reason, have chosen to avoid going the "easy way".

Could you point to the source of the last part of your statement? Where do
Microsoft say that USB modems are OK?
FWIW, I visited
http://www.microsoft.com/windows/catalog/server/default.aspx?subID=22&xslt=hardwarehome
and searched under several categories under Networking and Modems and I
didn't see any USB modems listed as approved for Windows Server 2003. Is
yours there?
